The Help button opens two browser windows and shows an incorrect help page under Vista

Description

When you select one of the Help buttons in The Panorama Factory, it should open a single web browser and show a help page that is related to the place you found the Help button.  However, under Vista and with Internet Explorer 7, two browser windows open.  The first is blank and the second shows the Contents page of the help rather than the appropriate help page.

None.
